Research and Business Development Manager, (8 years) at the FIRESTONE INSTITUTE of RESPIRATORY HEALTH, based at St. Joseph's Healthcare, provided management and administration at a multi-million dollar research enterprise. Responsible for the synthesis of basic and clinical research and the translation of research findings into practical projects, innovative grants and value-driven business partnerships. Negotiated research and business contracts throughout North America, China and Europe. Developed a research partnership with the Chinese Medical Association and at the Guangzhou Respiratory Institute. Organized several large symposia with international delegates, as well as CME accredited workshops and several industry-sponsored workshops for a variety of adult learners. MINISTRY OF HEALTH AND LONG TERM CARE- CENTRAL WEST REGIONAL OFFICE
Program Manager, (5 years) provided liaison, oversight and leadership in the area of hospitals, mental health, addictions, long-term care and community-based care as geographic lead for agencies within the municipal regions of Halton and Peel. MCMASTER UNIVERSITY – DEPARTMENT OF PSYCHIATRY AND BEHAVIOURAL NEUROSCIENCE
Program Director, (5 years) implemented and maintained an innovative national e-health / telemedicine education centre dealing with depression and anxiety, focused on the learning needs of physicians and the public. Development Officer; re-established the association's role in facilitating the development of Community Health Centres and Health Service Organizations. Represented AOHC interests at government commissions and forums. Development of IT in CHC and HSO organizations

ONTARIO HOSPITAL ASSOCIATION
Project Coordinator; developed a plan for OHA to provide human-resources leadership and payroll functions for a staff of 250. Converted the OHA's paper-based system to an automated payroll and a fully functional HRIS.

ROBERTS / SMARTS CENTRE
Youth Counsellor; provided clinical services to youths aged 12 to 16 who were housed in various treatment facilities. These youths had emotional, cognitive, and mental health problems, and were in open custody, secure treatment, and YOA placement. Also provided "arms length" supervision, crisis services, and recreation supervision support.

Mr. Quinn received a Master's degree in Health Care Administration from the University of Ottawa, where he focused on finance, human resources, planning, policy development, and program evaluation. He is also a graduate of the University of Western Ontario. He has published articles in peer-reviewed journals and has taken courses in pursuit of greater expertise in leadership, technology, and organizational effectiveness. As a health-care professional, he has conducted seminars on governance and management themes for various health-care service organizations.
